The problem analyzed in this research is how the process of Islam identity enchancement in PKS and its effect toward the democracy in Indonesia. The result of this research are hoped to be beneficial academically to give a contribution to the development of concept about identity in Indonesia. This research utilizes qualitative approach and takes PKS in Surabaya's areas as the object The data is analyzed qualitatively with explanative descriptive model. PKS uses democracy as an instrument for its 'dakwah' agenda with its exclusivity to block the implementation of democracy in Indonesia. The process of identity enhancement is illustrated with its physical identities. The party and 'dakwah' party which is implemented toward construction process of Islamic values which are developed by the Ikhwanul Muslimin community. The enhancement process is emphasized more to the highly selective cadre pattern. The PKS views the sovereignty held by society must be still based on the Illahiah...ifa.
