Educatin, principally is a human resources development (HRD) tool. Learning is a part of education. Toward an inovation framework, this needs a concept of library besed learning to fulfill subtantial requisite that is a cultural learning. Creating a succesfull program in library-based learning, a leader of higher education policy, especially in budgeting to improve the library collection, ICT, and internet are required. A syatematic relation between the leader of higher education, lecturers, students and librarians is considered necessary.
