Ideally state guarantees the health and its citizen prosperity. This state responsibility in the health area decanted in every macro policy made by the government as guidance in conducting the health service to the entire soecity. But because of financial ability degradation of state in defraying the development programs including in the area of health services, the new older government [orde baru], clearly have positioned the health area reside in for market tract and make the health sector dvelopment as an economic growth agent.het.
