There has been a need to reorient the management of development from state centered to multi centered concept. The key succes of the multicentered development is the idea of equivalent partnership among the parties goverment, corporate, community in a sinergic patnership, eventhough the way to realize the efficient partnership in the development will be a certain dilemma of different interest.
