Consequently, the master plan of country development sould consider conserving the genuine culture of the country. National development sould be designed as aprocess of social transformation, which will constantly conserve viability of indonesian social culture. as a result, development will be the prior effort and process for structuralizing social culture, which does not get rid of the root. The effort to construct social and reconstruct it need to be done simultaniously and ordrly in older to make a balance and conserve indonesian genuine culture.hety.
