The progress report of higher education management process has to be exposed to the Minister of Religion Affair. This report contains with the implementation of mission and its function and also the infra structures of education. As if this matter is an usual problem, ever in the higher education. There is no specific matter need to be discussed about them. It because the higher education still clunk on to the conventional paradigm which state that the infrastructure of education is merely device, machine that do not have any relation to the result of education.
